We received 1,306 responses to the consultation. 1,297 were from members of the public and nine were from stakeholders. Thanks to all those who provided their views – we appreciate your patience in waiting for our reply.

19 per cent of the responses supported or partially supported the proposals, 79 per cent said they did not support the proposals, 1per cent were not sure, and 1per cent did not answer.

We have considered all of the comments made and have decided NOT to go ahead with the proposals. Route 25 will return to run via Bow roundabout as soon as the current major roadworks on the route are complete.

Changes to Bow Church and Bow Flyover bus stops

As a result of the Cycle Superhighway 2 upgrade, bus stop M (Bow Flyover) is now closed and bus stops E and G at Bow Church have been amalgamated into one stop, which has been re-designated as bus stop M.

Route 25 will continue to serve this new stop M, as will all other routes that previously served stops E and G. These changes do not affect the proposals for route 25.

The consultation has now been extended to Friday 30 October.

The London bus network is kept under regular review. As part of this, we develop proposals for changes to services.

Route 25 operates between Oxford Circus and Ilford, with an additional leg between City Thameslink Station and Ilford on Monday to Saturday daytimes. There are a number of Road Modernisation Plan schemes being carried out or planned along the route (including Aldgate gyratory, Cycle Superhighway 2 upgrade and the Bow Vision proposals), and we want to ensure route 25 continues to operate reliably for passengers.

What we proposed

We developed the following proposals for route 25 and wanted to hear your views.

Route 25 is currently on diversion via Bow Flyover. We proposed to make this routeing permanent. This change would shorten journey times compared to the previous routeing around Bow Roundabout and help the route operate more reliably.

This proposal would mean that route 25 no longer serves two bus stops towards Ilford (Bus stop M, Bow Flyover and Bus stop W, Marshgate Lane) and one stop towards the City (Bus stop P, Bow Flyover).

Route 25 would continue to serve stops G and K (Bow Church). Routes 276, 425 and D8 would serve stops G and K, as well as stops W and P on the eastern side of Bow Flyover.

Bus stop M (Bow Flyover) will close later this year due to construction of the Cycle Superhighway 2 upgrade scheme.

Other information

In addition to the proposed changes at Bow, we also planned to introduce four additional Monday to Friday PM peak time eastbound journeys on route 25  to help alleviate crowding at the busiest points along the route. This would mean that there would be a bus around every 3 minutes on the core section of the route towards Ilford during the busiest two hours of the evening peak.

Since September 2013, the Monday to Saturday short leg journeys on route 25 have terminated at Bank instead of City Thameslink Station because of works at Holborn Circus and St Giles’ High Street. As a reliability measure, we will continue with this arrangement for the foreseeable future.

This consultation is part of the process which fulfils the requirement for TfL to consult under Section 183 of the Greater London Authority Act 1999.
