Why were consulting

The London bus network is kept under regular review. As part of this, we develop proposals for changes to services.

In response to requests for a bus service to Peabody Hill, were considering changes to route 315 and wanted to hear your views.

Peabody Hill

Peabody Hill is an estate of around 250 homes at the top of a hill northeast of Tulse Hill station. Residents and their representatives asked us to consider a bus service to the estate.

We reviewed the feasibility of changing one of the single deck bus routes in the area or providing a new dedicated route. Changes to most of the routes would involve a convoluted routeing or splitting the route, which would significantly extend journey times for a great many passengers. A dedicated route would cost a similar amount to changing an existing route, with more limited journey options and a lower frequency. Our preferred option was therefore to extend route 315.

Route 315

Route 315 operates between Balham and West Norwood via Streatham, every 20 minutes during Monday to Saturday daytimes and every 30 minutes between 21.00 and midnight and all day Sunday. The first bus currently starts at 05.55 Monday-Saturday and 07.00 on Sundays, with the last bus starting at midnight.

We proposed to extend the route from the West Norwood area to Peabody Hill, providing a bus service to the estate for the first time. Buses would have no longer served Norwood High Street, Ernest Avenue and Knight’s Hill, including the stops for West Norwood Station and the present terminus at Cheviot Road. Buses would have run from Norwood Road along Robson Road, Park Hall Road, Croxted Road and Thurlow Park Road, passing close to West Dulwich Station.

Buses and coaches are not allowed to use Park Hall Road between Rosendale Road and Croxted Road at present. We would have needed to lift this restriction for route 315 only.  We discussed this and other matters with Lambeth Borough Council.

We suggested that buses should operate a one-way system between Thurlow Park Road and Peabody Hill, going up Thurlow Hill and down Birkbeck Hill. Thurlow Hill is sometimes closed as a play street or for street parties and we suggested the bus would operate in both directions on Birkbeck Hill when this was the case.

Stops and terminus

We suggested that the service could use the same stops as other buses along most of the proposed route. It might have been appropriate to provide a stop close to the junction of Park Hall Road and Croxted Road heading towards Peabody Hill, and to relocate one of the westbound stops on Thurlow Park Road to provide a convenient stop before the bus turns into Thurlow Hill. We were not proposing any stops in the Birkbeck triangle.

We proposed that the route would terminate at Peabody Hill, with buses standing for about ten minutes before starting the return journey. There would not have been more than one bus at the terminus at any time. We were considering three options for the stops and terminus in the Peabody Hill estate:

  1. Stops in both directions at the entrance to the estate, which would have allowed setting down and picking up passengers, with another stop and stand at the northern end of the estate;
  2. Buses could have set down passengers at the entrance of the estate and at the northern end, then proceeded to stand at the entrance. This would have avoided buses standing by the parkland at the northern end, but would have meant a longer walk to catch a bus from the houses at the northern end;
  3. Buses could have turned at the entrance of the estate and stand there, without driving through the estate. This would have meant a longer walk for passengers arriving or leaving by bus, and would have probably required some parking restrictions to ensure space for the buses to turn.
     

This consultation is part of the process which fulfils the requirement for TfL to consult under Section 183 of the Greater London Authority Act 1999.
