Thank you to everyone who replied to our consultation.

We received 296 responses from members of the public and 6 responses from stakeholders.

After considering all responses, we have decided to proceed with the scheme as proposed.  From 29 April 2017, we will swap routes 350 and U5 between Hayes and Stockley Park:

  • Route U5 will be re-routed to serve North Hyde Road, Dawley Road and Furzeground Way. Double deck buses will be introduced and the frequency will stay the same
  • Route 350 will be re-routed to serve Botwell Lane, Botwell Common Road and Furzeground Way.  Single deck buses will be introduced and it will run less frequently with a bus every 20 minutes Monday to Saturday during the daytime, and every 30 minutes Sundays and evenings.

We noted the concerns raised about capacity, especially in the morning peak, from Hayes to Stockley Park. Based on the most recent survey data, we are confident that although busy, there will be sufficient capacity to meet demand on routes serving Stockley Park. We will continue to monitor the situation, and if demand does increase on either route, we will develop proposals to provide sufficient capacity for this.

Overview

The London bus network is kept under regular review. As part of this, we develop proposals for changes to services.

The need for a better service 

From December 2019, a direct Elizabeth line service to Central and East London will run from Hanwell, Southall, Hayes and Harlington, West Drayton and Heathrow. Demand around new Elizabeth line stations within the London Borough of Hillingdon is expected to increase significantly on some corridors. The bus network needs to reflect and respond to these changes. 

We have reviewed bus routes serving Elizabeth line stations in the area to make sure that services can match future travel demand in the best way possible.

We are proposing changes to the 350 and U5 bus routes.

We are proposing to swap the routes of 350 and U5 between Hayes and Stockley Park:

  • Route U5 would be re-routed to serve North Hyde Road, Dawley Road and Furzeground Way and double deck buses will be introduced. Frequencies would stay the same
  • Route 350 would be re-routed to serve Botwell Lane, Botwell Common Road and Furzeground Way and single deck buses will be introduced. It would run less frequently with a bus every 20 minutes Monday to Saturday during  the daytime, and every 30 minutes Sundays and  evenings
  • The existing frequency of double-deck services between Hayes and Stockley Park, via North Hyde Road, would not change
  • The hours of operation, including the early start on the 350, would remain the same
     

More capacity, better connections 

We want to ensure that the bus network meets demand, both now and in the future. In reviewing the bus network, we’ve looked at local travel patterns and considered the relative impacts of other wider developments. In proposing the schemes below, we have sought to achieve the following objectives:

  • Provide a bus network that can be operated reliably
  • Provide a network that has sufficient capacity at the busiest point at the busiest times but also builds in additional capacity on those corridors where we anticipate growth in demand.
  • Provide new direct connections where possible
  • Minimise disruption to existing passengers
  • Provide enhancements to the bus network in a cost effective way

What is proposed for routes 350 and U5?

Current situation

Route 350 runs between Hayes and Heathrow Airport serving Stockley Park, Yiewsley, West Drayton and Harmondsworth every 12 minutes during the day Monday to Saturday and every 20 minutes Sundays and evenings.

Route U5 runs between Hayes and Uxbridge serving Stockley Park, West Drayton, Yiewsley, and Hillingdon Hospital every 12 minutes during the day Monday to Saturday and every 20 minutes Sundays and evenings.

Our proposals

We are proposing to swap the routes of 350 and U5 between Hayes and Stockley Park.

350 – would be re-routed to serve Botwell Lane, Botwell Common Road and Furzeground Way and then continue along its current route towards Heathrow.

We also propose introducing single deck buses. It would run less frequently with a bus every 20 mins Monday to Saturday during the daytime, and every 30 mins Sundays and evenings.

U5 – would be re-routed to serve North Hyde Road, Dawley Road and Furzeground Way and then continue along its current route towards Uxbridge. There would be a small extension of the route in Uxbridge to include a last stop on York Road before buses proceed out of service to stand on York Road or Chippendale Waye.

We also propose introducing double deck buses meaning capacity increases across the whole length of the route. The frequency of the service would stay the same.

Why make these changes?

Swapping the routes allows us to transfer the busiest section of the route 350 to the route U5 between Stockley Park and Hayes and Harlington Station. This would mean one bus route would serve all the busy sections that are currently on the U5 and 350 routes. This would allow us to run double deck buses along the new U5 route, which would better suit demand for the service, especially in the West Drayton area in the morning peak. It would also allow us to meet expected demand from the opening of new Elizabeth line services in the area.

Currently the route 350 is lightly used, except for a mile-long section between Hayes & Harlington Station and Stockley Park in the morning peak. Swapping the routes of the U5 and 350 along this stretch allows us to reduce the frequency on the 350 and replace double with single deck buses to better align capacity with demand, and ensure we are providing services in a cost effective way. 

Swapping the routes would mean that some passengers would no longer be able to make their current journey on one bus. For example, users of either service may need to change at Stockley Park if their destination is a stop between Stockley Park and Hayes Town Centre. Those wishing to travel to Heathrow from Hayes would need to use stops on the opposite side of Station Road in Hayes. Similarly, current U5 users would need to use stops on the opposite side Station Road. However, we have tried to keep this disruption and any increases in interchange to a minimum.

The Mayor has announced the introduction of a one-hour ‘Hopper’ fare from September 2016. This would allow passengers who currently use Pay as You Go to interchange between routes U5 and 350 at no extra cost within one hour of touching in on the first bus.

Swapping the routes would also reduce journey time for some passengers on the route U5 but marginally increase it for those on the route 350. Current users of the 350 would have a reduction in frequency from a bus approximately every 12 minutes to 20 minutes Monday to Saturday during the daytime, and every 30 minutes Sundays and evenings. The hours of operation, including the early start on the 350 will remain the same.

Swapping the routes of the 350 and the U5 gives new direct connections. For example, re-routing the 350 via Botwell Lane will provide new links to Heathrow Airport for Botwell Lane residents. Re-routing the U5 via North Hyde Lane will provide new links to Uxbridge for passengers in this area. In addition, current U5 passengers accessing the service in the Botwell Lane area wishing to access destinations to north of the route such as Hillingdon Hospital, would have the option of a short walk (approximately 250 metres) to Judge Heath Lane to access the U4.
