Between 15 June and 24 July 2016 we consulted on changes to bus services in the Tottenham Court Road area. The proposals were in response to the London Borough of Camden’s West End Project and the reintroduction of two-way traffic on Tottenham Court Road and Gower Street.

Having reviewed the responses to this consultation, we have decided to proceed with the changes to bus services, as originally described in our consultation material. We intend to complete this changeover by December 2018, in time for the completion of the new road layout in the Tottenham Court Road area.

Overview

In 2014, Camden Council carried out a public consultation on proposed road layout changes in the Tottenham Court Road and Gower Street areas as part of the West End Project.  Proposals included transforming Tottenham Court Road and Gower Street from one way roads into two-way roads and introducing bus-and-cycle-only operation in Tottenham Court Road on Monday to Saturday between 8am to 7pm.  A number of public space improvements were also put forward to enhance the area for visiting and retail activity.

The overarching aims of the proposals included:

  • Reducing the impact of fast moving traffic
  • Improved safety for pedestrians and cyclists
  • Reducing air pollution from vehicle traffic
  • Preparing the area for an increase in pedestrians expected with the opening of Crossrail at Tottenham Court Road station
  • Simplifying the bus network and improving access to and from the area
     

The overall response to this consultation was favourable and Camden Council anticipate starting construction on the scheme later this year (2016).  For more information on the West End Project and Camden Council’s 2014 consultation please see: www.camden.gov.uk/westendproject

  Proposed bus service changes


To complement the West End Project, bus service changes will be required in the Tottenham Court Road, Gower Street and St Giles High Street areas.

Please note, this consultation focuses on proposed bus service changes only and how these changes may affect passengers. Views on the wider West End Project, including new road layouts, which have been consulted on previously, are not within the scope of this consultation.

Bus routes 18, 30, 73, 205, 390, N73, N205 and N253
Routes 73, 390, N73 and N253 would run two-way on Tottenham Court Road instead of northbound on Tottenham Court Road and southbound on Gower Street/Bloomsbury Street.  These buses would stop outside University College Hospital on Euston Road before turning left onto Tottenham Court Road and heading southbound. 

To accommodate this change, it is proposed that routes 18, 30, 205 and N205 no longer serve their current westbound stop outside the hospital but continue to serve the stops located to the east and west of the hospital. 

This proposal would allow for only four routes (instead of eight) to stop outside the hospital and ensure space for safe traffic movement in and around the area.

Bus routes 14, 24, 29, 73, 390, N5, N20, N29, N73 and N279
These buses would run two-way on Tottenham Court Road and not northbound on Tottenham Court Road and southbound on Gower Street/Bloomsbury Street as they currently do.

A northbound and southbound stop for routes 14, 24, 29, N5, N20, N29 and N279 would be provided on Charing Cross Road between New Oxford Street and Denmark Street.  This would provide  better access to Tottenham Court Road station and the Elizabeth Line (Crossrail) as well as better links towards Oxford Street and Soho.

The four southbound stops on Gower Street would be replaced by three stops on Tottenham Court Road, and the four northbound stops on Tottenham Court Road would be replaced by three stops. 

This proposal will help to simplify the bus network as passengers would be able to get on and off their bus, in both directions, on Tottenham Court Road. Some journey time improvements are also expected as these routes will be more direct and Tottenham Court Road would be bus and cycle only between 8am to 7pm on Monday to Saturday. 

Passengers who currently get off the bus on Gower Street would be able to do so on Tottenham Court Road instead.

Bus routes 134 and N253
These buses would run two-way on Tottenham Court Road and not northbound on Tottenham Court Road and southbound on Gower Street/Bloomsbury Street as they currently do.

At the end of Bloomsbury Street, these buses would cross New Oxford Street before stopping on St Giles High Street.  These buses would then run out of service via Earnshaw Street and New Oxford Street before reaching their first northbound stop on Tottenham Court Road.

Currently these routes run southbound on Gower Street and terminate in Bloomsbury Street. 

This proposal will help to simplify the bus network as passengers would be able to get on and off the bus, both directions, on Tottenham Court Road. Some bus journey time improvements are also expected. These two routes would also be extended slightly to provide a stop on St. Giles High Street.  

Passengers who currently get off the bus on Gower Street would be able to do so on Tottenham Court Road.

Bus routes 19, 38, N19, N38 and N41
These buses would run westbound via New Oxford Street and then southbound on Charing Cross Road.  Currently they run southbound on Bloomsbury Street, High Holborn and Shaftesbury Avenue before reaching Charing Cross Road.

A northbound and southbound stop would be provided on Charing Cross Road between New Oxford Street and Denmark Street.

This proposal would provide passengers with a better connection to the station and improve access to Oxford Street and Soho. It also helps to simplify the bus network as these routes would be using the same roads northbound and southbound.

No route changes are proposed for these buses running northbound.

Route 176
Buses would run out of service from Great Russell Street via Bloomsbury Street, St Giles High Street and Earnshaw Street before reaching the first southbound stop on Charing Cross Road.

New stops would also be implemented on Charing Cross Road, just north of Denmark Street. This would provide an improved connection with Tottenham Court Road station and the Elizabeth Line (Crossrail) as well as better links towards Oxford Street and Soho. Currently these buses  run out of service via Denmark Street to Charing Cross Road. As part of the West End Project, buses would no longer use Denmark Street, which would help make this relatively narrow street more user-friendly for pedestrians.

Bus route 10
These buses currently turn right from Bloomsbury Street on to New Oxford Street but this movement will not be possible following the implementation of the West End Project. Buses would be re-routed to run southbound along Bloomsbury Street and westbound on St Giles High Street before heading northbound on Earnshaw Street and westbound on to New Oxford Street. 

A new stop for this bus, to the east of Tottenham Court Road (west of Earnshaw Street), is also proposed.

Due to the route being slightly longer, there may be a small increase in journey times.

No changes are proposed for the eastbound route.

Bus routes 1, 242, N1 and N171
Proposals include routes 1, N1 and N171 terminating at two shared stands at the southern end of Earnshaw Street / west end of St Giles High Street.  Currently these routes stop  at one stand at the northern end of Earnshaw Street. 

Route 242 would also terminate in this location as opposed to its current stand at the east end of St Giles High Street. 

These slight changes are to accommodate the route 134 and N253 proposals which includes these buses stopping where the 242 currently terminates.
