Cycling and walking improvements between Lea Bridge and Powell Road

Overview

The roads between Lea Bridge and Powell Road are busier roads with high traffic volumes. Our proposals would introduce a segregated cycle track with dedicated traffic signals for people cycling at Lea Bridge Roundabout. A new westbound segregated cycle track would be introduced on Lea Bridge Road between Lea Bridge and Lea Bridge Roundabout. The existing path in Millfields Park parallel to Lea Bridge Road would be replaced with a new wider path for walking and eastbound cycling and would be extended to run the full length of the park between Lea Bridge and Cornthwaite Road.

* Powell Road is a residential street and it would be closed to all traffic except for people cycling at the junction with Kenninghall Road making it quieter and more attractive for people walking and cycling.

*A new path in Millfields Park would be subject to a successful application to the Planning Inspectorate, which would be submitted after this public consultation.

Improvements for people cycling

  • Dedicated traffic signals for people cycling exiting Powell Road to join Kenninghall Road
  • Powell Road traffic volumes would be reduced by the closure of the road to all traffic except people cycling at the junction of Kenninghall Road
  • For eastbound cyclists a new with-flow stepped cycle track between Powell Road and the western entrance to Millfields Park (between 1.5m and 2m wide). And a new path in Millfields Park connecting through to the cycling and walking bridge at Lea Bridge
  • For westbound people cycling a new with-flow stepped cycle track between Lea Bridge and Powell Road (between 1.5m and 2m wide)
  • Dedicated cycle signals at Lea Bridge Roundabout and the junction of Lea Bridge Road and Chatsworth Road

Improvements for people walking

  • Powell Road will be quieter and easier to cross
  • Improved crossing areas at Lea Bridge Roundabout
  • Shorter waiting times to cross the junction of Lea Bridge Road and Chatsworth Road
  • A new path with lighting in Millfields Park.
  • Tree planting and green landscaping in Millfields Park to create a new boulevard
  • Removal of the existing fence along the edge of Millfields Park to improve access. The proposals include replacing the fence with boulders to prevent vehicle access.

Changes for people using buses

  • Existing Bus Stop W on Kenninghall Road will be moved 70m west
  • Existing Bus Stop S on Lea Bridge Road will be moved 110m east
  • Existing Bus Stop R is removed, as the new location of Bus Stop S is 100m west of the current location of Bus Stop R
  • Existing westbound Bus Stops T, U and Q on Lea Bridge Road will have bypasses for cyclists
  • The existing westbound bus lane on Lea Bridge Road is extended west to connect to Lower Clapton Road
  • The eastbound bus lane on Lea Bridge Road is removed to create a new westbound bus lane at the same location

Road design and layout

  • Powell Road closed to all traffic except people cycling at the junction of Kenninghall Road. Powell Road remains open to general traffic to the south of the junction with Kenninghall Road
  • A westbound traffic lane is converted to a westbound bus lane on Lea Bridge Road at Lea Bridge Roundabout
  • No right turn from Chatsworth Road to Lea Bridge Road
  • No left turn from Lea Bridge Road to Chatsworth Road

Parking and loading

  • Permit parking reduced by nine bays on Powell Road
  • Permit parking reduced by 13 bays on Kenninghall Road around the new signalised junction with Powell Road
