We are building temporary schemes to help people who can to walk and cycle more, to help maintain space on public transport for those who need it and help people to avoid people using their cars as much as possible. We are introducing these measures on a temporary basis, as part of our emergency response to the coronavirus pandemic.  

London Bridge is Britain’s fourth busiest National Rail station and the fifth busiest station on the Tube network. We anticipate that there will be an increase in customers arriving at London Bridge station wanting to continue their onward journeys around London by foot or bicycle as lockdown measures are eased and limited public transport capacity is utilised by those who need it most. The numbers of people cycling in the area is high and we expect this will increase as more people return to work and social activities.  

Tooley Street is a key strategic cycling corridor and is in the top 5% for current and future cycling demand in London. The route is already popular with cyclists and the opening of Cycleway 4 further east is likely to increase cycling demand even more. Creating a safer cycling corridor here will link with Cycleway 4 between Tower Bridge Road and Rotherhithe with changes on London Bridge. It will also link to future improved cycling infrastructure in Deptford, Greenwich and Woolwich.

In the three years ending June 2020, there were 27 collisions which led to people being hurt. Of these, 15 collisions involved people cycling being injured; one person was seriously injured.

We are planning to begin construction of these temporary changes in early March 2021. We will write to you again closer to the time to confirm when construction will begin.

Consulting you on the changes  

We are introducing these temporary changes with an Experimental Traffic Regulation Order (ETRO). Traffic Orders make it legally possible for us to make certain changes to the road network, and ETROs allow us to introduce changes temporarily, and on an experimental basis, so that we can better understand the effects the scheme will have.   

Ordinarily we would consult local people and other stakeholders before commencing work on changes to London’s streets. The ongoing coronavirus pandemic means we need to take emergency action to help London’s communities to cope with the virus, and the measures that are necessary to control it.   

Your views are important however and we will consult you on these changes. Our consultation will begin once we have completed the changes: we will write to you at this point to tell you the consultation has begun and how you can respond to it.   

We will use the consultation to help us decide whether:

  • It is necessary to make any changes to the temporary scheme once it is in place, and if so, what these changes might be
  • The scheme should remain in place permanently, or if it should be withdrawn at the end of the experimental period

The changes in detail  

We have grouped the temporary changes we plan to make in terms of who would be most affected by them:

Improvements for cyclists  

  • New sections of segregated cycle lane in each direction on Tooley Street and Duke Street Hill will help encourage people to cycle more as an alternative to public or private transport
  • Advance stop lines have been lengthened to create additional space for cyclists to move ahead of other traffic, increasing visibility and safety
  • There will be a new pocket space for cyclists waiting to turn right from Tooley Street on to the contra-flow cycle lane on Bermondsey Street. Turning right across traffic can feel dangerous to people cycling; pocket spaces of this kind enable them to wait safely and confidently

Improvements for pedestrians  

  • The eastbound arm of Tooley Street will be closed near the London Bridge Hospital. This will become a pedestrian space. It will also mean that the large numbers of pedestrians who exit from London Bridge station and cross Duke Street Hill will have fewer roads to cross when walking east. The original westbound arm will become two-way
  • A widened pavement outside the Unicorn Theatre will improve social distancing here, and give people more space generally

Changes for general traffic  

  • A left turn ban into Queen Elizabeth Street (except local buses, taxis and cycles) will improve safety and protect cyclists from the potential of being injured by vehicles turning left (local people had complained to TfL that traffic was making this turn too quickly, and they felt unsafe). The alternative route will be to turn left at the next junction of Tower Bridge Road
  • Removal of the on-street parking bay outside the Unicorn Theatre to make it possible to widen the pavement and to make room for a section of segregated cycle lane. Alternative parking bays are directly opposite or further east and west along Tooley Street
  • The spacing of light segregation wands has been widened in some locations to ensure they allow general traffic to pull in to allow emergency services vehicles to pass

As part of our monitoring programme we will review traffic levels in the area including on some side roads between Bermondsey Street and Fair Street.  We will use this data to help us decide if any further turning restrictions are required.
