In July 2017, we ran a four week non-statutory consultation about the detailed designs for the head house and landscaping scheme at Kennington Park. This is part of the Northern Line Extension which will extend the Charing Cross branch of the Northern line from Kennington to Battersea via Nine Elms. The consultation ran from 13 July to 13 August 2017.

We received 111 responses to the consultation. 107 were members of the public and four were from stakeholders. Thank you for your feedback.

The report details the background to the scheme, the feedback we received, our responses and the updated designs for the head house and landscaping.

We sought views on options for: the main facade of the head house; the bricks to build the facade; the maintenance vehicle turning area; planting around the head house; trees at three locations. There was a clear preference for the planting around the head house (option 1 native perennial wildflower meadow), preferences for other options were more mixed.

We will submit a planning application to Lambeth Council.

Welcome to our public exhibition for the head house and landscaping of Kennington Park.

Our plans to extend the Northern line to Battersea will help regenerate the Vauxhall, Nine Elms and Battersea areas, supporting 25,000 new jobs and more than 20,000 new homes. Two new stations to be built at Nine Elms and Battersea Power Station are targeted for completion in 2020.

We also held public exhibitions on our proposals at St Agnes Church Hall, 37 St Agnes Place, London, SE11 4BB on the following days:

Thursday 13 July 15:30 to 19:30, Friday 14 July 15:30 to 19:30 and Saturday 15 July 10:00 to 13:00

We have built two shafts and will be building two head houses; one at Kennington Green and another at Kennington Park. These are essential in order to provide ventilation and emergency access to the Tube once operational.

We are seeking planning permission to build the head house at Kennington Park. We are now in the process of finalising the detailed design for the head house and would like to hear your views.

We would also like your views on the landscaping of the park. Please note the reinstatement of the dog walking area of the park is separate to the plans but it will be put back to its original position after our work is complete.

Initial Design

An initial design for the head house was developed in 2012 and approved by Government in the form of a Transport Works Act Order (TWAO) in 2014. This approval was given subject to conditions including scale, external appearance, materials and operational noise.

The Limits of Deviation defines the space within which the head house can be built and is shown in the image below.

The Kennington Park head house is part of the shaft, which provides ventilation and emergency access to the Northern line southbound tunnel.

It has been essential to move the head house as a result of increased fire safety requirements from the London Fire Emergency Planning Authority (LFEPA). We will be submitting a new planning application for the head house, landscaping, airborne noise and access.

As part of this process, we are seeking your views on different design options relating to the planning application.

Design Development: Engineering Requirements

The engineering and safety standards applied to the detailed current design are more demanding than the assumptions used for the initial design. This means that an additional floor space of 44sqm and 40% more ventilation is required.

We found some of this space by increasing the depth of the basement and providing a mezzanine level. Where possible we have maximised use of the basement to minimise changes above ground.

Building context

Head House Design

  • The head house will add to the existing collection of objects in the park
  • The head house will be sculptural in its form, which is a representation of its function
  • Key functions of the Shaft are expressed through three interlocking volumes
  • Tunnel Ventilation (blue), Fire Intervention pressurisation system (red), UK Power Networks (UKPN) and other supporting functions (Yellow)
  • Each volume is built using a different brickwork texture (A) Tunnel Ventilation: smooth sloping brick (B) Fire intervention: projecting horizontal brick bands (C) UK Power Networks and supporting systems:vertical brick fins

  • Vertical brick fins on the north west corner of the head house provide texture and ventilation to one of the three head house volumes
  • Open brick fins are used for ventilation to air condenser units at first floor level
  • Closed brick fins and a chamfer at the base provide more detail and grounds the building
  • Brick fins are made of solid bricks using traditional hand laid brickwork construction
  • Brick slips are limited to the chamfer at the bottom of the fins

Head House Facade: Options

We would like to hear your views on which option you prefer.

The key design drivers are:

  • To fulfil engineering requirements safely within the Limits of Deviation set by the TWAO
  • To come up with a contemporary design, which is refl ective and complementary of the park’s heritage
  • To retain characteristics of the local area
  • To reflect the proportions and residential scale of surrounding housing
  • To use simple and complementary materials the Kennington Green Shaft and meet the requirements of the Conservation Area
  • To use brick patterning to provide a modern interpretation of traditional details

Landscaping: Options

We have looked at options for the maintenance vehicle turning area which is shown in red hatching in the drawing below. This area is 5 metres by 6.75 metres:





  • Option 1: Grasscrete
  • Option 2: Spaced paving
  • Option 3: Cellular paving concrete cells
  • Option 4: Cellular paving plastic cells
  • Option 5: Advanced Turf System








We have looked at the possibility of different mixes of meadow grass/wildflower planting around the head house and along the northern edge of the Park:

  • Option 1: Native perennial wildflower meadow (requires one cut per year)
  • Option 2: Native annual wildflower meadow (seed needs to be re-sown every year)
  • Option 3: Non-native annual wildflower meadow (seed needs to be re-sown every year)

As part of the landscaping we are offering different tree types. The locations of the trees are shown in the images above and below. Please choose one option for each location:
