Overview

In summer 2016, the London Borough of Hounslow undertook a survey on traffic issues with residents and businesses in the Wellesley Road and Stile Hall Gardens area. The responses received indicated high levels of concern at the volume of through traffic in the area and the impact of this on several issues including road safety and pollution.

In late 2016, the London Borough of Hounslow consulted on changing the way in which traffic uses Wellesley Road and the surrounding area. The majority of responses (55%) were in favour of a change, and closing access to the South Circular from Wellesley Road and Stile Hall Gardens was the favoured change option (48%, or 87% of all responses in favour of change).

These measures would reduce traffic on roads through the area, including Wellesley Road, Stile Hall Gardens and Heathfield Terrace. Up to 75% of vehicles travelling through this residential area is non-residential through traffic. Reducing traffic volumes on these roads would reduce congestion at peak periods, make it easier for pedestrians to cross these roads and significantly improve conditions for people who want to cycle.

Proposals include:

  • No access to the South Circular from Wellesley Road or Stile Hall Garden for all vehicles except cyclists
  • Road markings and signage to assist cyclist wayfinding on Wellesley Road and Heathfield Terrace
  • Mini-roundabout at Brooks Road converted to give-way junction
  • Wider footways at the mini-roundabout at Sutton Lane North / Walpole Gardens; this would both improve pedestrian facilities and restrict vehicle speeds through the junction, improving safety
  • Urban space improvements, including planting new trees and seating areas

No access to the South Circular from Wellesley Road or Stile Hall Garden for all vehicles except cyclists

  • These proposed closures reflect the responses received during the 2016 London Borough of Hounslow consultation
  • Motor vehicles would no longer be allowed to turn from Wellesley Road into the South Circular road while cyclists would still be allowed to make this turn
  • Motor vehicles would no longer be permitted to turn from Stile Hall Gardens into the South Circular road, while cyclists would still be allowed to turn left out of Stile Hall Gardens into the cycle track

Road markings and signage to assist cyclist wayfinding on Wellesley Road and Heathfield Terrace

  • CS9 would be aligned on Wellesley Road and Heathfield Terrace. This provides a more direct route for cyclists between Chiswick and Brentford, avoiding Chiswick Roundabout, along residential roads with low volumes of traffic
  • Road markings and signage would be provided to highlight the presence of cyclists to general traffic, and to assist wayfinding through the area for all vehicles

Removing the mini-roundabout at Brooks Road

  • To improve conditions for people cycling on Wellesley Road, the mini-roundabout at Brooks Road would be removed, with traffic on Brooks Road givingway to vehicles onWellesley Road. Traffic survey data suggests that, if through traffic were removed from the road, a give way junction would be adequate to maintain a good level of access for residential motor vehicles
  • Closing access to the South Circular would reduce traffic on Wellesley Road, which would in turn make it easier to exit Brooks Road
  • A new entry treatment would be installed at Brooks Road, to make it easier for pedestrians to cross the road here and reducing traffic speeds through the junction

Wider footways at the mini-roundabout at Sutton Lane North / Walpole Gardens

  • Footways would be widened at the mini-roundabout at Sutton Lane North / Walpole Gardens. This would make it easier for pedestrians to cross the road here
  • This would narrow the carriageway, encouraging people cycling to adopt a safer, more central riding position on the approach to this roundabout
  • Narrowing the carriageway would also reduce vehicle speeds through the area
  • Overrun areas would be provided to accommodate larger vehicles such as refuse collection vehicles and emergency services

Urban space improvements, including planting new trees and seating

  • We have identified an area for urban realm improvements on the southern side of Heathfield Terrace and Wellesley Road between Heathfield Gardens and Sutton Lane North. Trees, seating or other improvements to provide shade, shelter and seating could be installed here in line with the Healthy Streets Approach
  • Some cycle parking stands would be relocated and new stands installed at appropriate locations. We would increase the overall number of cycle parking stands near CS9
