We have analysed the consultation responses and as a result of the analysis, we have changed the proposals.

We are now going improve the westbound cycle lane rather than remove it by installing a system of traffic cylinders, also known as wands on the inside of the cycle lane to provide a safer cycle route and greater segregation from traffic. 

All other proposals will be delivered as consulted on, although further minor modifications will be considered prior to implementation.

We plan to begin construction in winter 2020/21.

We would like to know your views on our proposals along the A202 (Peckham High Street) between the junctions with Basing Court and Mission Place. The proposals aim to address identified safety issues, while providing a safer and more pleasant environment for those walking, cycling and using public transport in the area.  

Tragically, along Peckham High Street there have been three fatal collisions since 2015, most recently in January 2020. TfL is seeking to eradicate deaths and serious injuries from our roads, in line with the Mayor’s Vision Zero policy for London. We believe that when people leave their homes each day, they should feel safe and confident about the journey ahead. By taking the following steps along Peckham High Street, we hope to create a safer road layout for everyone travelling in Peckham.   

Our proposals also form part of the Mayor’s plan for Healthy Streets, a long-term vision to enable more people to walk, cycle and use public transport by making London’s streets healthier, safer and more welcoming.  

Our proposals

  • A new 20mph speed limit would be introduced. The crossings on all arms of the junction of Peckham High Street and Bellenden Road, the side-by-side crossings near Rye Lane, and the pedestrian crossing by Sumner Road would all be raised to encourage lower speeds
  • The eastbound bus stop, (stop B) would be moved slightly further east so that it is closer to the crossings connecting Peckham Square and Rye Lane
  • The toucan crossing connecting Rye Lane and Peckham Square would be replaced by a new side-by-side crossing arrangement. A new 6m wide pedestrian crossing would be provided adjacent to an 8m wide toucan crossing, retaining the Cycleway 35, (formerly Quietway 9) alignment. The pedestrian crossing would also be moved closer to the eastbound bus stop. This would provide a safer, more comfortable crossing arrangement for pedestrians and cyclists
  • The footway on the north side of Peckham High Street would be significantly widened, particularly adjacent to the new side-by-side crossing arrangement. The central traffic island and hatched markings in the middle of the road would be removed to enable this
  • The footways on both sides of Peckham High Street, (near the Peckham Hill Street junction) would be widened to provide additional space for pedestrians
  • The loading bays outside numbers 95 and 88 Peckham High Street would be removed. This is to allow the current footway to be built out providing more space east of the side-by-side crossing. We consider that these loading bays currently cause safety issues, as they create ‘pinch points’ which make it difficult for buses and cyclists to pass safely when the bay is occupied. Businesses that currently use these loading facilities would need to use nearby alternative facilities to conduct loading and unloading activities. These bays can also be used for blue badge parking. Once removed blue badge holders would also need to use alternative facilities when parking
  • The loading bay on the southern footway, just west of the junction with Rye Lane, would be raised to footway level
  • The existing signalised pedestrian crossing close to Sumner Road would be widened
  • The crossings at Bellenden Road would be widened, with the east side crossing converted to a toucan crossing to provide improved connectivity for cyclists using the Southwark Spine cycle route
  • The loading bay on Bellenden Road close to the junction with Peckham High Street would be slightly shortened to enable cyclists using the new toucan crossing at Melon Road to use the existing dropped kerb to leave or re-join the carriageway
  • The kerbs would be built out at side roads to narrow crossing widths, helping to slow down turning traffic. There will also be a different surface material used to highlight the crossing area at junctions. This is shown as entry treatments on the plans
  • General de-cluttering and public realm improvements would take place, including the provision of new cycle stands
  • The eastbound bus lane would be extended from Sumner Road to connect it with the existing bus lane at Bus Stop ‘B’
  • The existing painted cycle lanes on the southern footway opposite Peckham Square would be removed and the area converted to ‘shared space’
  • The existing westbound painted cycle lane, between Peckham Hill Street and Bellenden Road would be removed. We are working on a future scheme to explore opportunities to improve facilities for cyclists and bus services between Oval and Deptford, including the Peckham area

Proposed changes to Peckham High Street - Rye Lane to Peckham Hill Street (PDF 531KB)  

The proposals are the first phase of proposed changes for Peckham High Street. We are working on further changes to the junction of Peckham High Street and Peckham Hill Street. We will consult on these changes as soon as possible.   

These proposals support the Mayor of London’s Transport Strategy and Vision Zero ambition to reduce road danger on London’s roads.  

Journey time impact  

We anticipate that our proposals will have no impact on journey times for all transport modes, including buses.  

Healthy Streets Check

The changes proposed in this scheme are part of our commitment to deliver the Healthy Streets Approach. We are taking this approach to create a vibrant, successful city where the streets are welcoming to all and everyone can live active, healthy lives. The streets within this scheme and the proposed changes have been assessed by our designers against ten Healthy Streets Indicators using our Healthy Streets Check for Designers tool. This tool assesses the layout of streets against thirty one measures which produce an overall Healthy Streets Check score out of 100. We use infographics to show the current score for the streets within this scheme and potential scores based on our proposed changes. The Healthy Streets results can be seen in the diagram below.

Equality Impact Assessment  

We are subject to the general public sector equality duty set out in section 149 of the Equality Act 2010, which requires us to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. As part of our decision-making process on proposals for new schemes, we have had due regard to any impacts on those with protected characteristics and the need to ensure their interests are taken into account.
In considering the design of our streets, we closely consider the needs of all users throughout the design process. As this scheme is a significant infrastructure project we:   

  • Have completed a draft Equality Impact Assessment (EqIA) at the outset of the project, to review potential impacts on equality target groups, including disabled people
  • Are carrying out public consultations, including targeted engagement with accessibility user groups 
  • Will continue to ensure we comply with established guidance – such as the Design Manual for Roads and Bridges – which includes detailed requirements for disabled people

Next Steps  

We will produce and publish the consultation report and our responses to the issues raised in the summer of 2020. Depending on the consultation feedback we receive, we plan to start building the scheme in late 2020 or early 2021.
