We received 115 responses to the consultation, from both members of the public and stakeholders.

82% of respondents who answered a closed question about the Stockwell Road proposals said that they fully or partially supported them and 14% said that they opposed them. A final 4% were either not sure or had no opinion.

83% of respondents who answered the equivalent question about Clapham Road were fully or partially in favour of the proposals and 13% opposed them. 4% were not sure. 

Having reviewed these results and the detailed comments provided by respondents we have decided to proceed with these proposals as they appeared in our consultation material. Construction is expected to begin in the final week of April 2016 and we will do everything possible to minimise disruption to local residents and road users.

As part of our Road Modernisation Plan, we are proposing to make changes to sections of the A203 Stockwell Road and the A3 Clapham Road. The proposals on Stockwell Road would enable buses, cyclists, taxis and powered two-wheelers to progress to the junction with Clapham Road and be prioritised ahead of other traffic. We also intend to provide a new section of bus lane on Clapham Road. The changes would require changes to the existing Red Route stopping restrictions on sections of both Stockwell Road and Clapham Road.

The proposals would allow us to improve bus journey times through the Stockwell Cross junction, while also providing safer and more convenient road conditions for cyclists.

What are we proposing?

On Stockwell Road:

  1. Install new traffic signals to manage general traffic on the A203 Stockwell Road approaching the junction with A3 Clapham Road, enabling buses and cyclists to progress to the junction while other traffic is held
  2. Existing loading and disabled parking bay relocated approximately 8m to the south to provide space for the bus lane extension.
  3. Bus stop relocated approximately 8m to the south to provide space for the bus lane extension
  4. Convert existing bus lane to operate at any time instead of Mon-Fri 7-10am as at present. Because the new traffic signal arrangements would apply at all times, the bus lane leading to the new bypass would need to do likewise There would be no change to the existing parking bays, including their hours of operation
  5. New bus and cycle progression point to allow buses, cycles, taxis and powered two-wheelers to bypass queuing traffic on the approach to the junction. To enable this change we would realign the kerb at this point
  6. Bus stop and shelter relocated approximately 29m to the south to provide space for the new bus and cycle progression point
  7. Convert single red line to double red lines from Burnley Road to Swan Mews on northbound carriageway to help enforce the bus lane regulation
     

On Clapham Road:

  1. Provide a new section of bus lane and feeder lane (width varying between 3.8m and 4.5m) from the junction of Stockwell Park Road as far as the Lidl supermarket on Clapham Road, to improve journey time reliability for buses and other permitted users of the bus lane. Hours of operation would match those of the adjacent bus lane already on Clapham Road (7-10am and 4-7pm Mon-Sat)
  2. Convert existing single red lines to double red lines on the section of road in front of Lidl, to help the operation of the proposed new bus lane and cycle feeder lane

 

We would provide new road signs to help enforce the restrictions of the proposed new bus lanes on both Stockwell Road and Clapham Road.

Traffic impacts of these proposals

We have carried out traffic modelling investigations that demonstrate the proposals can operate within the overall capacity of the junction. Changes to journey times for general traffic are considered to be minimal.  Bus journey times would be expected to improve under these proposals
