We consulted with local residents and stakeholders between 19 February and 21 March 2014 about proposals to improve pedestrian and cycle facilities at the junction of the A2 Shooters Hill Road with Stratheden Road and Prince of Wales Road.

We received a total of 72 responses to the consultation, 61 from the public and 11 from stakeholders, and after carefully considering all the responses we have made a decision.

We will be progressing with the scheme, but as a result of the consultation process we have withdrawn some elements of the proposals. We will not be implementing the left turn ban from Prince of Wales Road for motorists, and we will not be allowing cyclists to turn right from Prince of Wales Road into A2 Shooters Hill Road. Please see the map attached below showing the final layout of the junction. Given no unforeseen delays we anticipate that these works will be carried out in late 2015.

Overview

We proposed to make improvements to pedestrian and cyclist facilities at the junction of the A2 with Stratheden Road and asked for your views on these proposals.

Observations showed that the junction is generally difficult for pedestrians and cyclists to cross. The non-signalised pedestrian crossing across the western arm of Shooters Hill Road is in two parts, separated by a central island. The fact that these crossings are not aligned creates a safety concern, particularly for blind and partially sighted pedestrians.

The central island for the signalised crossing across the eastern arm of Shooters Hill Road is particularly narrow, and it is difficult for wheelchairs or pushchairs to pass one another.

In summary we consulted on the following: 

  • Replacing the staggered 2-stage pedestrian crossing on the eastern arm of Shooters Hill Road with a straight across signalised pedestrian crossing;
  • Realigning the non-signalised crossing on the western arm of the junction to line up the tactile paving and make the crossing easier to navigate for blind and partially sighted pedestrians; 
  • Widening the existing island at the top of Prince of Wales Road and providing a central refuge island on Prince of Wales Road to enable pedestrians to cross the road in 2 stages. Cyclists will still be able to turn left but this will be banned for all other traffic. General traffic will only be able to go straight ahead into Stratheden Road;
  • Installing Advanced Stop Lines for cyclists on all approaches to the junction;
  • Allowing cyclists to turn right from Prince of Wales Road into Shooters Hill Road eastbound along with local buses;
  • Resurfacing of the carriageway and a review of lighting levels.
