Update - 20 April 2015

In 2014, Transport for London (TfL) conducted a public consultation on the principle of extending London Tramlink along Dingwall Road to increase capacity and maintain reliability. The consultation ran from 3 November – 14 December. Thank you to all those people and organisations who provided feedback during the consultation. We received 554 responses, with 72% of people saying they supported an extension in principle.

We also asked for views on three different route options. Option 1 was the preferred option with consultees, with 306 (56%) respondents either supporting or strongly supporting this route option and 144 (26%) opposing or strongly opposing. A report is available below, together with our response to issues raised:

What happens next
We will return for a further round of consultation later in the spring. Subject to the consultation, funding and the proposal being endorsed by the Mayor, we intend to apply to the Department for Transport for powers to construct and operate an extension through a Transport and Works Act Order (TWAO) in October 2015. If successful, construction is anticipated to begin in spring 2017 and be complete by mid 2019.

What we proposed?
We proposed to build a new tram loop near East Croydon station to
accommodate the Croydon Partnership Development on the old Whitgift
Centre site.

Tramlink currently operates in a one way loop along George Street, Church
Street, Tamworth Road and Wellesley Road. We looked at three new loop
options that could be constructed in the New Town part of Croydon. We asked
your views on both the principle of an extension and on which of the
three options you prefer.

 

Why we proposed this?
Croydon is undergoing one of the largest town centre regeneration projects in
London. These improvements will contribute to the growth in demand on
Tramlink services. We predict that by 2031 the number of passengers will have
nearly doubled. Building a new loop allows us to continue to run a reliable service
and provides more network capacity. It would also allow more Tramlink services to
operate between Croydon and the eastern branches in the future.

The works would compliment the next phase of public realm improvements in the
area being undertaken by Croydon Council, which will have funding assistance
from TfL and the Greater London Authority. The public realm improvements by
Croydon Council will include new pedestrian crossings, improvements to footways
and shop frontages and the east Croydon urban realm scheme on George Street.
We are working with Croydon Council, the GLA and local stakeholders to help
transform Croydon into a thriving retail and leisure destination. Increasing the
capacity of Tramlink with a new loop is integral to this.

This consultation was on the route options for the proposed Dingwall Road loop
extension. We wanted to hear your views to help inform our designs and our
Transport and Works Act Order (TWAO) application, for powers to construct and
operate the tram extension.

Option 1: Via Dingwall / Lansdown Road - anticlockwise routeing of trams

In this option the tram would run for approximately 500m and use a new single
track starting from the junction of George Street and Dingwall Road. Trams
would travel in an anticlockwise direction towards the Lansdowne Road and
Wellesley Road junction. They would return via Wellesley Road and George
Street to East Croydon station.

A new tram stop would be built along the north side of Lansdowne Road. This
would serve the proposed new entrance to the Croydon Partnership Development,
and provide access to and from Lansdowne Walk and East Croydon station.

Option 2: Via Lansdowne  / Dingwall Road - clockwise routeing of trams

In this option trams would run in a clockwise direction from Wellesley Road.
The formed loop would run east along Lansdowne Road for approximately
160m, to the junction with Dingwall Road and then south to connect with the
existing tram network at George Street. All eastbound trams would be diverted
via Lansdowne Road and Dingwall Road and stop at the new tram stop in
Lansdowne Road. The Wellesley Road stop would be used only by trams from
the east reversing in Croydon by means of the new loop. These would travel
northwards along the southern part of Wellesley Road and use the new loop
to head back via Lansdowne Road towards East Croydon station and beyond.

Option 3: Via Dingwall / Sydenham Road - anticlockwise routeing of trams

This option proposes a longer route than options 1 and 2, with trams running
in an anticlockwise direction. It would run for approximately 800m as an
extension of the existing tram network from the junction of George Street
and Dingwall Road. It would then run north along Dingwall Road to the junction
with Sydenham Road and west towards Wellesley Road, where the tram line
would connect with the existing network towards East Croydon station. A new
tram stop would be built on Sydenham Road.

 

Comparison of options 1, 2 and 3
All options have different benefits and outcomes.

Option 1 – Anticlockwise

A lower impact to the existing highway and pedestrians than Options 2 and 3.

A lower impact than Option 3 to:

• Utilities
• Land requirements
• The environment
• Taxi and car usage

It is the preferred location of the tram stop to serve the Croydon Partnership
Development.

Option 2 - Clockwise

Option 2 has a more complex junction on Wellesley Road than Option 1, with
greater impact to the existing highway and pedestrians; particularly with the
proposed pedestrian crossing.

Running the tram/bus lane contraflow on Wellesley Road along with other road
users is more challenging than the anticlockwise scheme proposed in Option 1.

A lower impact than Option 3 to:

• Utilities
• Land requirements
• The environment

It is the preferred location of the tram stop to serve the Croydon Partnership
Development for westbound passengers from Wimbledon and Therapia Lane,
who will no longer use Wellesley Road stop.

Option 3

It would connect Tramlink to new passengers on Dingwall Road (North) and
Sydenham Road who currently have longer to walk if they want to catch a tram.

It is the longest of the routes and thus has the greatest impact on:

• 3rd Parties and Stakeholders
• Landowners
• The environment

This route would have the greatest impact to the existing highway arrangement
and junction signals.

The proposed stop location is not idea for serving the new retail development.

The existing bus routes would remain during the operational phase of the loop.
